Who manages the Twitter?

I propose to look at the picture that appeared in Wiltshire (England), July 25, 2012. This is the head alien from another planet. But why is the head shows a very similar to the one of the emblems of Twitter?

This is an ordinary a car wheel. So Authors portrayed Twitter management system.

Now look, in whose hands is this system of governance. Here is another element of this picture

 

 

Mars - the planet is the fourth if you count from the sun. And to make it clear that this is Mars, authors drew two circles representing the Martian moons - Phobos and Deimos.
